The Emperor's throne had been empty for three months. Very few people in the entire empire know that fact.
Those who know of the Emperor's absence are the Emperor herself and the five men currently standing before the vacant throne. The last person who knew was personally handled by Cassiel on the night the Emperor left to ensure their silence.
