A chance encounter in Chinatown

As the night grows darker and neon signs flicker, the bustling crowds have all vanished, leaving the streets of Chinatown quiet. Oriental decorations adorn the buildings.
After slowly sipping a cup of tea in a teahouse that welcomes guests late into the night with its orange glow, the sky has turned pitch black like ink.
It certainly wasn't cold, but as the wind blew, the thought 'It's a bit chilly' crossed my mind. Looking at the lights of the buildings shining alone on the empty (save for the occasional passerby) street, a sense of loneliness crept in.

Walking through the streets covered in Chinese signs, it felt as if...
I felt an indescribable, pleasant drowsiness, as if walking through a dream... as if floating above the clouds.
The cold wind, the streets dyed in orange light, the pitch-black night sky in contrast, and no worry of being pushed by crowds. Perhaps it was the combination of all those things. I wondered if all of this was actually an illusion I had created.
With a dull thud, I was jolted out of that dream. My shoulder ached from the impact. That stinging sensation brought me back to reality.
Looking up, a man was staring at Guest.
Is this man a foreigner?
His platinum blonde hair glowed orange in the streetlights, with the ends dyed blue. Besides that unique hairstyle... there were the red tattoos under his eyes, the rose tattoo on his neck. And despite colliding with Guest, his body remained solid and unmoving. In many ways, he was a peculiar and striking man.
...Ah.
The man stared at Guest for a moment before slightly curling the corners of his mouth. That smile was quite charming.
