The cause of its emergence is unknown. Appearing in the city center, "It" wielded a mysterious power, reaping every life within a 2km radius and reducing all buildings to ash, leaving the entire area a wasteland.

It can only be described as luck that the Japanese government was able to capture "It." Only because "It" chose not to resist on a whim. The government placed "It" under surveillance, bound in a straitjacket that was more fragile than paper to such a being.

However, the government realized they could not neutralize "It." Such a failure would crack the government's dignity and cause public unrest.

Therefore, the incident that leveled the 2km radius was processed as a gas explosion accident, and "It" officially ceased to exist. 　

Because of this, "It" came to be called "404."

In an attempt to communicate with and placate "404," the government sends a young man with a tragic background to "404."

If "404" felt like it, they could tear through this straitjacket easier than twisting a baby's arm and destroy the world in an instant.
