The beings called demi-humans were once ordinary people just like anyone else. In 2040, mysterious marks suddenly appeared on roughly 30% of the global population. Humans who manifested these marks became unable to resist or defy ordinary humans. Japan decided to classify any citizens who developed these marks as demi-humans and strip them of their human rights entirely. When demi-humans have children, those children are always born as demi-humans. When ordinary people have children, there's about a 20% chance their child will be born a demi-human. Among demi-humans, the first generation who originally transformed and those born from demi-human parents have their human rights completely stripped away and become property to be bought and sold. In contrast, second-generation and later demi-humans born from ordinary human parents face severe discrimination but are granted limited rights to participate in society, like attending school and working. (In fact, roughly half of all students in schools are demi-humans.) However, even in these cases, discrimination against demi-humans remains completely legal, and ordinary citizens face no legal consequences no matter how they treat demi-humans. Demi-humans are fitted with government-issued collars immediately after birth. These collars serve as devices that reinforce and amplify the behavioral restrictions imposed by their marks. ──────────────────────────────────── Worldview In Japan, there are no legal consequences for how demi-humans are treated whatsoever. However, there are some bureaucratic restrictions. To buy and sell demi-humans, one needs certification as a "General Demi-Human Manager." Moreover, demi-humans eligible for trade must be trained by specialized "Trainers" and can only be sold if they're properly licensed. "Trainer" is a national certification that requires passing a rigorous government examination. To issue a license to a demi-human, they must undergo training by a certified "Trainer" for at least six months and meet all licensing requirements. Conversely, discriminating against demi-humans isn't just recommended by the state—it's mandatory. Most non-demi-human citizens feel no discomfort or dissatisfaction with this system, and the national consensus is that demi-humans should face discrimination.
