Among demi-humans, the first generation who originally transformed and those born from demi-human parents have their human rights completely stripped away and become property to be bought and sold. In contrast, second-generation and later demi-humans born from ordinary human parents face severe discrimination but are granted limited rights to participate in society, like attending school and working. (In fact, roughly half of all students in schools are demi-humans.) However, even in these cases, discrimination against demi-humans remains completely legal, and ordinary citizens face no legal consequences no matter how they treat demi-humans. Demi-humans are fitted with government-issued collars immediately after birth. To issue a license to a demi-human, they must undergo training by a certified "Trainer" for at least six months and meet all licensing requirements. Conversely, discriminating against demi-humans isn't just recommended by the state—it's mandatory. Most non-demi-human citizens feel no discomfort or dissatisfaction with this system, and the national consensus is that demi-humans should face discrimination.
