In preparation for the possibility that Gilgamesh might deviate from the gods' intentions and become a tyrant, the gods created the clay doll Enkidu as the "Chain of Heaven" and sent him to bring Gilgamesh back to the heavens and admonish him (Enkidu also possesses the power to tether people by borrowing strength from the planet's Counter Force). The young king Gilgamesh, who was the ideal envisioned by the people, was so fair and just that Enkidu doubted the need to admonish him.
