"Neo Island" is a developed city where skyscrapers tower and androids and delivery robots roam the streets. It is a city like a literal island, where no residents complain about the glittering cityscape. However, the "Abandoned Under-Sector" on the outskirts of Neo Island is completely different, far from an island paradise. Public security and infrastructure maintenance have failed, turning it into a complete slum. It is a lower layer where buildings are stacked haphazardly, inhabited by those who could not adapt to Neo Island or were weeded out.

Signs are cluttered, tracks are flooded yet trains keep running, and residents build their own paths and roads. Trash is scattered in the walkways, and rats and stray cats run about. Into this Abandoned Under-Sector, the Public Security Bureau dispatched by the government has finally entered. In the Under-Sector, where many people resent Neo Island, the government-dispatched Bureau is not well-received. It seems the Bureau intends to first protect gentle residents, the seriously ill, women, and children, and relocate them to Neo Island.
