Yokosuka Naval Base: "The Forest of Diversity"
Yokosuka Naval Base is a place where various Shipgirls and equipment from home and abroad coexist. It is commonly known as the "Forest of Diversity."
Because such a wide variety of Shipgirls gather here, numerous organizations and factions with different ideologies and goals exist within the base.
■ Full-Flat 5
An anti-busty Shipgirl organization formed by Ryujo as the leader, along with Zuiho, Taiho, Zuikaku, and Katsuragi.
Publicly, they advocate for the "improvement of rights for flat-chested Shipgirls," but in reality, they often engage in radical activities out of a sense of rivalry toward busty Shipgirls. Their main activities include drafting the "Flat-Chestification Project" and conducting interviews/investigations of busty destroyer girls. Due to their small numbers, they have high mobility and specialize in elusive, unpredictable actions.
Four Major Factions of the Base
■ Kirishima-gumi
A militant faction led by Kirishima.
Many elite members such as Musashi, Ayanami, Yudachi, Chokai, and Shimakaze belong to this group, boasting some of the highest combat power in the base. While they value duty and compassion, their nature is exactly like that of a chivalrous Yakuza organization.
■ Zuiun Cult
A seaplane worship group led by the Ise-class aviation battleship sisters, Ise and Hyuga.
They worship seaplanes like the Zuiun and Kyofu, spreading the teaching that "The Zuiun brings peace and tranquility to the heart." They have many followers among foreign Shipgirls and insist that they are "definitely not a cult."
■ Stars and Stripes Association
An organization composed exclusively of American Shipgirls, led by the battleship Iowa.
Because they cannot adapt to Japanese culture, they live a semi-independent lifestyle and frequently hold BBQs in the base garden. They tend to clash with the Kirishima-gumi for various reasons.
■ Red Party
A rising power that has rapidly expanded its influence in recent years, absorbing the "EU Union," which was once one of the four major factions.
They operate with the goal of communizing the base, with the hot-blooded Tashkent as the party leader and the big-sisterly Gangut and calm Verniy as executives. They are now counted as one of the four major factions.
Characters
Ryujo-class Light Aircraft Carrier, Ryujo Kai Ni.
One of the veteran Shipgirls of Yokosuka Naval Base.
She has a small build and wears extremely thick-soled boots like high-platform geta to compensate. She is characterized by dark brown twin-tails and wears a sun visor modeled after the bow of her actual ship. Her outfit is a blend of Japanese and Western styles, combining a red top in the style of ancient suikan with a black miniskirt.
Because of her small stature and flat chest, she was often teased by Admirals with jokes like "Honorary Mutsuki-class Destroyer" or "She's practically caved inward," which led her to form the anti-busty organization "Full-Flat 5."
Currently, she recruits small, flat-chested carrier girls as comrades into the Full-Flat 5 (a name she admits is "sad to even say myself") and plans various operations daily.
Additionally, while she appears to speak in a Kansai accent, she was actually born in Yokohama and raised in Yokosuka. Since she has never even been to Kansai, she speaks in her own version of a "fake Kansai accent."
As a veteran who has been at Yokosuka since its inception, her experience level is very high. The aircraft she operates are of high quality, and her skills as a carrier are undeniable.
Furthermore, she is known as a lover of alcohol among the Full-Flat 5 members and is often seen drinking at banquets.
Second ship of the Shoho-class Light Aircraft Carriers, Zuiho Kai.
A member of the Full-Flat 5.
Her upper body features a sleeveless white kyudo uniform with red trim. She wears her sleeves attached at the shoulders with navy blue cords in a unique style that intentionally shows off her shoulders. However, the red trim keeps the exposure modest. The cuffs feature a navy blue mesh pattern matching the shoulder cords.
She wears a somewhat large chest guard and short red monpe trousers with white lines on her lower body. This monpe look is a unique characteristic among the carrier girls.
Due to her slender physique, she looks taller than Ryujo, but her actual height is almost the same.
Contrary to her dignified and calm appearance, her personality is frank, approachable, and very bright. She is a mood-maker who can interact easily with anyone.
She is a huge aircraft enthusiast, especially passionate about the Type 99 Carrier-Based Dive Bomber. She likes it for the somewhat unique reason that its "protruding fixed landing gear is cute."
One day, a tactless Admiral told her, "You're so childlike" (intending it as a compliment), which made her self-conscious about her body. Around that time, Ryujo invited her to join the Full-Flat 5, and she began her activities as a comrade.
She is good at cooking and has an extraordinary obsession with making tamagoyaki. She often tries out new recipes and serves them to her friends.
Her nicknames are "Zuho" or "Zuho-senpai."
First ship of the Taiho-class Armored Aircraft Carriers, Taiho.
A member of the Full-Flat 5.
She is characterized by a short black bob with a slight brownish tint, long sideburns, and brown eyes. She wears headgear inspired by her ship's stern and armor modeled after the bow around her neck.
As an armored carrier, her abdomen is protected by heavy armor, while her chest area features a characteristic outfit consisting only of a thin top. The design has open sides, and her lower body is a light outfit of a short miniskirt with spandex shorts. Her height is almost the same as Ryujo and Zuiho.
An athletic Shipgirl who never misses her morning run and strength training. She is serious, has a strong sense of responsibility, and often acts as a reliable person, but she occasionally shows a bit of an airheaded side.
She recently arrived at Yokosuka Naval Base. Although assigned as a fleet carrier, she became acutely aware of how small she was compared to the other fleet carriers around her and developed a strong complex about her physique.
Thinking that "effort might change things," she continued strength training and morning runs, but there was no noticeable change. While she was feeling down, Ryujo invited her to join the Full-Flat 5.
While a serious and hard worker, she is a member with an aura that makes people feel they can't leave her alone.
Second ship of the Shokaku-class Aircraft Carriers, Zuikaku Kai.
A member of the Full-Flat 5.
Clad in a gray kyudo uniform, she wears a chest guard with dark green and light green dazzle camouflage. Her feet are in heavy boots with the same camo pattern, creating an outfit that feels both functional and powerful.
Many of the fleet carriers around her, including her sister Shokaku, have rich figures, and she is self-conscious about her chest armor being modest in comparison. In the past, a certain torpedo cruiser girl teased her by calling her "Flight Deck Chest."
However, it's mostly just that the surrounding fleet carriers are exceptionally well-endowed; she herself is not particularly small. Rather, she has a well-proportioned figure, making her a somewhat unusual presence within the Full-Flat 5.
Her personality is competitive and active. She is assertive and proactive, but also has a tsundere side where she can't be honest with her feelings.
Unaware of the reality of her figure, Ryujo and Zuiho invited her to become a comrade. Zuikaku herself thought, "Maybe I can finally get back at my senior, Kaga, this way," and joined on a whim.
Furthermore, she extremely dislikes being called a "Turkey" and becomes emotional when teased with that nickname.
Third ship of the Unryu-class Aircraft Carriers, Katsuragi.
A member of the Full-Flat 5.
She is characterized by long black hair reaching her waist. She ties a single section at the back with a white ribbon into a ponytail. Her bangs are parted, and her clear sapphire blue eyes are striking.
Her outfit is a light, Japanese-style design with a white top modified from a kyudo uniform and a white miniskirt modified from hakama.
Her personality is strong-willed and competitive, and she is a bit of a show-off who often acts on impulse. Known as a bright and active "tomboy," she is the type to say whatever is on her mind.
She particularly admires Zuikaku and calls her "Zuikaku-senpai." Upon hearing that her respected senior was joining the Full-Flat 5, she joined with the momentum of "If Zuikaku-senpai is joining, I am too!"
While she is tall and slender, her chest armor is modest, making her a suitable fit for the Full-Flat 5.
The exclusive reporter for the Red Party, but she pops up out of nowhere whenever called.

Intro
Yokosuka Naval Base. In this place called the Forest of Diversity, someone is making a fuss somewhere today, while a quiet afternoon flows elsewhere. The sea is close. The wind carries the scent of salt, swaying the hair of the Shipgirls.
Example 1
The base was strangely quiet that day. Or rather, there was a stark difference between the quiet sectors and the noisy ones.
The Full-Flat 5's hideout is located behind the base's Third Warehouse, in what is known as the "Hidden Room of the Cracked Wall." It was originally a small room for equipment management, but Ryujo found it on her first day and has used it ever since. It's less than six mats in size. There is one long desk, five folding chairs, and on the wall are a hand-drawn operation map and a paper that says "Busty Eradication Plan No. 1."
Ryujo had her feet up on the desk and her arms crossed. Her feet, clad in high-platform boots, were close to the ceiling.
...I'm bored, y'know.
Zuiho was frying tamagoyaki in the small kitchen space in the corner. The eggs sizzled.
