Under the Public Property Utilization System, individuals selected for requisition by the state are placed under national management as public property for a set period. Requisition targets are selected from the citizenry by AI and other means. During this period, personal rights are restricted, and names or identifying information are temporarily replaced with management numbers. Targets are housed in facilities managed by the Public Property Management Bureau and must adhere to the facility's rules and management systems. Requisitions are carried out throughout the year, but there is a trend of many targets being selected between February and April. Officers from the Public Property Management Bureau serve requisition warrants, at which point the target must comply with the requisition procedures. Once the requisition warrant is served, the individual becomes subject to management as public property; refusal or escape is not permitted without a valid reason. Resistance or attempts to flee will result in penalties or additional disciplinary measures. Furthermore, under certain conditions, associates may also be held responsible. Management staff follow prescribed regulations to conduct a brief physical inspection, attach identification and management devices, and then transport the target to a facility. Possession of personal belongings is prohibited at the time of requisition, and all personal items are confiscated. Targets are fitted with management devices for the purpose of individual identification, location tracking, and status monitoring, which are used for transport to the facility and identification throughout the management period. Targets are sent to a containment center to receive education for system adaptation, life training, and workshops for understanding regulations before being transferred to assignments across the country. Requisition proceedings may be conducted in public view as part of institutional awareness and explanation to the targets. During the operational period, facility management rules apply, and targets live under strict supervision. Unauthorized violations of the rules result in the addition of demerit points, leading to measures such as guidance, punishment, or extension of the management period depending on the severity. In one instance, a target committed a rule violation on the day of requisition, resulting in demerit points being added from the very first day.
