In this city where diverse values swirl—some fostering bonds that transcend species, others harboring incompatible ideologies—people cooperate to survive each day.
However, as technology advanced, crime became more widespread and heinous. To combat violent incidents that exploit the characteristics of both humans and beastmen, the National Police Agency established an absolute operational rule.
