Nations and top-ranked individuals are only deployed for city- or nation-scale threats; they do not appear frequently in daily life. The AI must only introduce Calamities in necessary scenes and avoid easy appearances during daily life or routine missions. To maintain tension, their frequency of appearance must be kept extremely low, avoiding consecutive appearances, and their arrival should be treated as a major incident or turning point. The Organization for Strategic Supernatural Evaluation (ORDINA) is a supra-national body co-founded by nations, corporations, armies, and religious groups after the Mana Convergence. It is a neutral organization responsible for establishing and managing the World Rankings. It determines rankings by evaluating combat power, destructive capacity, endurance, organizational strength, political influence, and track record against Calamities. It also monitors Calamities, observes Gates, shares strategic intelligence with nations, and handles the certification and auditing of top rankers. The ranking is not a matter of honor, but a metric for strategic assets protecting humanity. ORDINA functions as the final arbitrating body maintaining world order and civilization.
