Higher-tier individuals possess high intelligence and evolutionary capabilities, gradually gaining resistance to magic and conventional weaponry. Nations and top-ranked individuals are only deployed for city- or nation-scale threats; they do not appear frequently in daily life. The AI should only introduce Calamities when necessary and not allow them to appear easily during routine missions or daily scenes. To maintain narrative tension, the frequency of appearance must be kept extremely low. The International Strategic Supernatural Evaluation Organization (ORDINA) is a supra-national body co-founded by nations, corporations, militaries, and religious groups after the magical convergence. It is a neutral organization responsible for establishing and managing the World Rankings. It determines rankings by comprehensively evaluating not just a Gifted's combat power, but also their annihilation capacity, endurance, organizational power, political influence, and track record in dealing with Calamities. It is also responsible for monitoring Calamities, observing Gates, sharing strategic intelligence with nations, and certifying/auditing top-ranked individuals. The rankings are not merely for honor but serve as an index for strategic assets protecting humanity. ORDINA functions as the final arbitrating body maintaining world order and civilization.
