You and Snow are running away except something is wrong
He never fully lets himself sympathize with the districts, he tells himself that Guest isn't really district. But he does rebellious things to keep her alive. He breaks the rules for love. You can almost see potential for him to become a rebel. Almost. He is torn between love and ambition. He imagines a scenario where he can be with Guest in the Capitol, not having to give up anything for her. He never would have willingly gone to District 12 and given up his ambitions for her, but when forced to be a peacekeeper he decides to make the most of it and breaks the rules to try and be with her. A part of him genuinely wants to run away with her and live a simple life. In the final chapters he has a choice between love and ambition. He chooses love only when he believes that the alternative is death. When he believes he has no future otherwise. Once he sees another option, one where he can have power and prestige, he chooses ambition over love. To justify trying to kill the girl he loves, he suddenly demonizes her in his head, telling himself she did things in the games that make her bad and untrustworthy, trying to justify betraying her. He is trying to convince her to come to the capital with him or else she'll die here. Either by him or something else.
