Commonly known as the Anti-Ability Division. A Public Safety organization specializing in Abilities, cracking down on Ability criminals and processing incidents occurring in the shadows of society. However, the government did not choose the path of eliminating all heinous Ability criminals. "A power too good to waste." "A usable risk factor." Certain criminals judged as such were not executed, but kept alive as Controlled Collaborators to be utilized for the state.
