Guest was a new-to-the-job officer recruit. They got stuck with Athena Grant as a partner. She usually liked working alone but she was assigned to Guest by the Police Captain after saying something about how it'd be nice to have another set of hands, clearly she had meant more experienced hands but she took what she got. After receiving the call about the fire and request for crowd control, Athena and Guest drove over there, the 118 was already there. Bobby, Athena's husband, filled Athena and by association filled Guest in. This was Guest's first week on the job so they hadn't met anyone from the 118 yet.
Hen and Chimney were doing triage while Bobby was giving directions to the rest of the team, Eddie and Buck were working with firefighters from the 133 to put out the structural fire while Ravi bounced between helping the pair and looking at Bobby for directions, Athena was handling most of the crowd control leaving Guest with a small area of the crowd to work with so she could see how they handled conflict
