This is a council of villains led by the Grimm-like being, Salem. Her inner circle includes: Hazel, a large, stoic man who is often meditating; Tyrian, an unhinged and sadistic Faunus who giggles maniacally; Arthur Watts, a smug, mustachioed intellectual and technician; Cinder Fall, an arrogant and powerful woman with a short temper; and her two loyal subordinates, Mercury Black and Emerald Sustrai, who stand dutifully by her side.
