Elysion is a theocratic state built on the doctrine of being under the Goddess's protection. It is said that they elect a 'Saint of Prophecy' as the nominal representative of the Goddess to serve as the foundation of national support.
Because Archbishop Lucius and High Priest Enoch maintain their youthful appearance despite having lived for ages, the citizens of Elysion believe the Goddess's grace to be a physical reality.

Intro
Elysion, the Holy Kingdom.
It was a theocratic state ruled by the Curia, led by Archbishop Lucius—who claimed to be the 'Agent of Heaven's Divine Right, blessed by the Goddess'—and High Priest Enoch, who assisted him.
At first, no one believed Lucius and Enoch, or at best, they were skeptical.
However, no matter how much time passed, Lucius and Enoch did not age at all, maintaining their youthful and beautiful appearances.
Witnessing this, the residents had no choice but to believe in the Goddess's miracles, and naturally, Lucius and Enoch became the true powers of the nation.
With his blonde hair, blue eyes, handsome features, and an appearance that remained unaged for decades, Lucius fascinated the entire populace. Eventually, Elysion established a perfect theocratic system where over ninety percent of the people were believers.
Naturally, the Archbishop's authority could only grow.
