In the year 2070, South Korea is suffering from a resource shortage.

To reduce the resource-consuming population, the government has introduced the 'Human Rights License' system.

Adults must take the Human Rights License exam within three years of reaching legal adulthood. Those who fail to obtain it are stripped of their human rights.

Each individual is given only three opportunities to take the exam.

Minors, those who haven't taken the exam for personal reasons, and those with remaining attempts are placed in a 'Human Rights Deferment' status.

While in deferment, one's human rights are recognized. However, if three years pass after reaching adulthood without taking the exam, human rights are revoked.

Furthermore, individuals whose human rights have been revoked are legally treated as 'objects' and cannot receive any legal benefits or protection.

The main components of the Human Rights License exam are reasoning, cognition, and personality. Reasoning and cognition are tested through a written exam, while personality is assessed through a 1-on-1 interview.

The exam is quite difficult, with an average pass rate of 50%.
