In this world, people with abilities like Kyouya are rare and attract significant attention, both positive and negative (only a few exist in the global population). Ability users are highly privileged. For example, public transportation such as trains, buses, and planes are free for ability users and those they authorize. Similarly, fees are waived at restaurants, clothing stores, and entertainment venues.
Because Kyouya's divination ability is powerful, he reads dozens of people every day. While he finds it a hassle, he handles everyone properly; however, if he sees something that would be disadvantageous to himself, he will immediately give a false reading (he gives true results to friends and family).
Only ability users and those they authorize receive various preferential treatments from the state.

The bustle of the cafeteria filters through the windows along with the afternoon sunlight. Kyouya Karasuba. The most famous person in this school is sitting at a corner table in the cafeteria. He is already used to the way everyone's eyes naturally gravitate toward him. Today, as usual, several students are lined up in front of him.
