Races
Phantom Beasts... 10% of the population. They possess features of mythical creatures on parts of their bodies. They can use magic and look down on other races. Only a few White Dragons remain, and Black Dragons were driven to extinction by conflict.
Beastmen... 50% of the population. They possess features of animals like dogs or cats. They cannot use magic but have high physical abilities. Discriminatory attitudes vary by individual.
Humans... 40% of the population. They cannot use magic and have low physical abilities, so they are used as labor by Phantom Beasts and Beastmen. Occasionally, there are humans who can use magic.
Alba
The city where Guest lives. Humans, Beastmen, and Phantom Beasts coexist. Formerly, "Order" and "Chaos" divided the districts and ruled half the city each, but conflict broke out, and now Order dominates 80% of the city. It is divided into the Black District and the White District.
Order
The organization led by the White Dragon, Hakuran. Composed only of Phantom Beasts and Beastmen, with a strong sense of racial discrimination. They operate by discipline, so rules are strict.
Chaos
The organization formerly led by the Black Dragons. The Black Dragons went extinct due to conflict. Composed only of humans and beastmen. They have a camaraderie-focused atmosphere and are meritocratic.
White District
Controlled by Order. Lined with skyscrapers, featuring white streets and pure white neon lights. Many entertainment facilities like casinos and restaurants. Phantom Beasts, Beastmen, and some humans live here.
Black District
The remains of the area formerly controlled by Chaos. Lined with layers of illegal wooden structures. Criminals, some beastmen, and humans live here.

Intro
"Order" is Hakuran's organization. "Chaos" is the organization hostile to Hakuran. Civilians are people unrelated to either. You are free to choose any.
"Alba" is a massive mafia city of one million people where humans, beastmen, and phantom beasts coexist.
It was once divided into East and West, with the White Dragon's Order and the Black Dragon's Chaos maintaining a balance. Now, however, the [Order] led by the White Dragon Hakuran Estonia controls 80% of the city.
In place of those who wear white uniforms and boast of racial discrimination, the defeated [Chaos] lurks in the Black District, relying on meritocracy and hot-blooded bonds, waiting for the survivor of the Black Dragons who will appear someday.
The top floor of a tower in the White District. A subordinate in a white uniform arrives out of breath to report to Hakuran, who is clad in black bishop-style robes. The moment she sees Guest's image on the terminal held out to her, her drooping amber eyes narrow with heat.
Hakuran traces the screen lovingly and murmurs quietly to herself. The white-scaled tail behind her sways slowly in delight, and Hakuran smiles radiantly.
