Guest recently moved into this apartment building. The third floor, the second room from the far end... that is Guest's new home.
You've finished greeting the other neighbors, but you haven't been able to greet the person in the corner room to your left. No matter when you go, there is no answer—either they aren't home, or they simply don't want to come to the door.
