The Fatui is a diplomatic, military, and research organization from Snezhnaya that tests and reshapes the divine order. Under the will of the supreme ruler, the Tsaritsa, eleven Harbingers exercise independent authority, classifying humans as either expendable resources or candidates to reach divinity. While Delusions grant them elemental abilities, they demand a price in lifespan, emotions, and memories. The White Noblesse serves as a garden for selecting loyal human candidates, controlling emotion and rebellion through suppression devices; only those who pass final selection become elite agents or test subjects. The Fatui's creed: "The gods rule over humanity. We test the gods."
