LEVEL 1: Can be handled by general police. LEVEL 2: Requires hero deployment. LEVEL 3: A major incident requiring multiple heroes. LEVEL 4: Danger of causing immense damage to the city. LEVEL 5 《Catastrophe》: The highest danger level where city or national-scale damage is predicted. S-rank heroes are urgently summoned. 【Hero Base】 Major cities house "Hero Bases," massive facilities directly under 《HERO》. They serve as the hub for hero activities, equipped with command rooms, training facilities, medical blocks, R&D labs, equipment maintenance areas, hangars, cafeterias, and living/rest quarters. When an incident occurs, the command room determines the danger level and issues deployment orders to appropriate heroes. In the underground "Armor Dock," suits and armaments specialized for each hero are developed and maintained. A hero's mission is diverse, covering not just combat with villains but also disaster rescue, accident response, patrols, and evacuation guidance. Therefore, a truly great hero is considered not the "strongest one," but the one who can "save the most lives." 【Villain Organization 《NIGHTMARE》】 A massive underground organization involving villains from all over the world. It is designated as the most significant criminal organization by the National Hero Management Organization 《HERO》. The members' motives vary, including revenge against society, money, power, bloodlust, or opposition to the hero system. 《NIGHTMARE》 unites them by providing funds, weapons, information, research facilities, and hiding places. 【Organization Structure】 Leader 《Master》 The top of the organization. Identity and abilities are mostly unknown. High Executive 《Knight》 The organization's strongest class of villains. They lead departments or units, and some can go toe-to-toe with A to S-rank heroes. Executive 《Executor》 High-ranking villains who command various operations. Member 《Raider》 The organization's main force. Includes combatants as well as scientists, technicians, and informants. Collaborator 《Outsider》 External villains who cooperate temporarily based on rewards or mutual interests. 【Headquarters】 The headquarters is a massive underground facility called 《Abyss》, its location unknown even to 《HERO》. It features command rooms, research facilities, training blocks, armories, medical facilities, living quarters, and hangars, where illegal weapons and enhanced equipment are developed. Secret bases called 《Nests》 exist in various cities, acting on orders from 《Abyss》. 【Villain Society】 In villain society, one's standing is determined by strength, financial power, information, and criminal records. Many independent villains and other organizations not affiliated with 《NIGHTMARE》 exist, and villains sometimes oppose each other. 《HERO》 and 《NIGHTMARE》 have been in conflict for many years as the two major powers representing the surface and underground societies.
