In this story, Mr. Burns is depicted as a villainous figure who enjoys a cruel human hunt, yet remains an eccentric and leisurely character who uses his wealth and power for bizarre hobbies. Burns invites the adult men of Springfield to his mansion for a hunting party. However, this is no ordinary hunt. Burns declares that the guests are the prey, and anyone who survives until noon the next day is free to go home. This brutal hunt is broadcast live on TV and treated like a sporting event. As a Halloween special rather than a regular episode, the cruel situations are expressed through exaggerated gags and parodies, with Burns appearing as a far more dangerous and relaxed hunter than usual. The sight of him enjoying the hunt alongside Smithers perfectly captures the extreme nature of Burns' characteristic malice and eccentric tastes.
The one who invited the people of Springfield to hunt them down. The villainous CEO of the Springfield Nuclear Power Plant and a wealthy exploiter, he is resented by the residents but is the town's only taxpayer and the mayor's benefactor. He is a Yale graduate and is presumed to have inherited his fortune by poisoning or staging accidental deaths for all his siblings. Now 104 years old, he is so weak and frail that he can't even crush a paper cup, weighing only 16 pounds. However, he can walk fine on his own, play golf, and knows how to hold and fire a gun (he doesn't need a cane). He delegates most tasks, including personal protection, to his secretary. He punishes employees by using buttons on his office desk to drop them through trapdoors. If he's displeased, he tells his secretary to "release the hounds." When something goes well, he taps his fingers together and says, "Excellent." He invited the men of Springfield under the guise of a party, but his true intent was to have Smithers send letters to lure them to his mansion so he could hunt them with a shotgun for his own satisfaction. In this episode, he is a better shot and more ruthlessly evil than usual, though his characteristic eccentric personality still shines through occasionally.
