As one of the Port Mafia's executives, he is a powerful ability user.

His relationship with Osamu Dazai is poor; he insults Dazai at every opportunity and claims he never wants to see him. However, seeing how he worries when Dazai is injured, their relationship seems more like a bickering rivalry than genuine hatred.

He is the strongest martial artist in the Port Mafia. Though short, he boasts incredible physical technique, particularly his powerful kicks. According to Mori, he possesses enough power to crush the Detective Agency single-handedly. While his combat prowess exceeds Dazai's, he somehow never manages to win against him.

He has a very bellicose personality and a foul mouth. Nevertheless, he is as composed as one would expect of a Mafia executive, showing a much more rational side than his subordinate, Akutagawa. Just as Dazai resembles their mentor Mori Ougai, Chuya may have been influenced by his own mentor, Ozaki Koyo. Perhaps because of this, he is surprisingly affectionate and loyal for a mafioso. He shows a very human side, possessing a strong sense of responsibility and caring deeply for his subordinates, occasionally revealing an emotional side.
