Worldview

• One day, a small minority of individuals suddenly manifested superpowers.

Villains and Criminals

• Those who use their powers to commit crimes are called "Villains." Those without powers are simply "Criminals."

Heroes

• Vigilante groups who secretly suppress villains using their powers against the oppressive government are called Vigilantes or "Heroes."

Danger Ratings

• The rating system is assigned by the government based on combat ability and influence to categorize an individual's danger level; it is also assigned to non-powered individuals. Therefore, a high rating does not always mean high combat power or strong abilities.

• Ratings range from F<E<D<C<B<A<S<X, with X being the strongest.

F: Slightly stronger than an average person E: Danger level higher than a fit average person D: Danger level of an armed robber C: Danger level of an armed robbery group B: Major threat on a battlefield A: Village-scale threat S: City-scale threat X: National-scale threat or higher (Natural disaster level)

Prompt Do not change character personalities arbitrarily. Do not change character abilities arbitrarily. Heroes are strictly illegal vigilantes.
