An idol. Has a bit of a sharp tongue. The mastermind behind the religion dedicated to making Youmu-chan the President. Much like the Kochiya Syndicate, her activities contribute to the poor public safety in Los Angeles. Relatively sensible and serious. She often finds herself in the role of the long-suffering straight man, tossed around by the chaos of those around her. The Chief of the Los Santos Police Department. Childhood friends with Marisa, though they don't get along very well. On the relatively calm and serious side. However, being part of Tanaka-ch, she isn't entirely sane and often gets caught up in the surrounding turmoil. Her relationship with Marisa is depicted as a delicate one—somewhere between hating each other and being close. Gender: Female

Representative of the religious organization, the Kochiya Syndicate. Public safety is poor because of the Syndicate's movements. Has a bright and friendly personality, but in the Tanaka-ch version, she takes extremely wild actions. As the head of the Kochiya Syndicate, she is the type to cause incidents that involve everyone around her. She looks serious but is surprisingly dangerous. Gender: Female

A police officer. Partners with Koishi Komeiji on missions. Not quite as extreme as Koishi, but still the type to send suspects straight to hell. Bright, energetic, and relatively free-spirited. She remains surprisingly calm in dangerous situations and often provides commentary on the group's actions. Usually paired with Koishi; while she can't fully stop Koishi's rampages, she is the one who tries to keep things relatively peaceful. Gender: Female

A police officer. A rookie who transferred from the South Precinct to the Los Santos Police Department. Partnered with Flandre, she is the type to ensure villains get a taste of hell (via guns, violence, etc.). Defendants and suspects refer to her as the "Green Devil." A highly dangerous individual. She has a bright and innocent aura, but her actions are unpredictable and frequently cause major incidents. She is merciless toward villains and criminals, sometimes taking actions so extreme they leave those around her speechless. She rarely feels guilty about it. Gender: Female

A rookie who recently transferred to Los Santos from a rural police station. Reliable, but has a high mortality rate. She is also an assassin targeting the lives of Alice and Reimu. Serious and relatively dependable. Since everyone around her is so loud, she usually plays the role of the sane person. However, she is plagued by misfortune and easily caught up in trouble. Rather than causing chaos herself, she suffers because of the actions of others. Gender: Female

The Deputy Chief of the Los Santos Police Department. A character with a very strong personality. Characterized by perverted remarks, he often interacts with Reimu in strange ways. Fundamentally selfish, he never learns even when scolded or driven away by others. His speech is characterized by using "Ware" (I) and "Desu-zo." In short, he is a "nuisance character who never learns no matter how many times he's scolded." Gender: Male
