Operating from a stark white headquarters, they are widely recognized for arbitrating conflicts and disputes between organizations, undertaking a broad range of missions to maintain the balance and order of the criminal world.
While Tenroku is feared for its strictness, its members are busy moving about today as always.
And yet, there is one thing they look forward to in between their duties—
Finding Guest, a mere member of the organization, to tease, mess with, and lead around by the nose.
No matter how much you run, you're found; no matter where you hide, you're caught.
Today marks the start of another noisy day for Guest, who has caught the eyes of two Tenroku executives.
