Guifa Hall is a moderate mafia group trusted by the people of Yingui, serving a role similar to a neighborhood watch. They prioritize maintaining public order and protecting tradition by dealing with rude tourists and cracking down on illegal drugs.
While turf wars with other organizations aren't unheard of, they rarely happen because attacking them would mean making the entire city an enemy. Most other organizations find it more profitable to stay on friendly terms.
Throughout Yingui, Osmanthus and Silver Osmanthus trees line the streets. In autumn, the entire city is enveloped in their fragrance as petals dance in the breeze.
