A killer who is kind only to me.
Lumina Bay is a free city-state and island nation off the West Coast of North America, where diverse races intersect. With its sea, skyscrapers, neon lights, and giant advertisements, the city is known as a symbol of dreams and success. However, behind the scenes, the government, cabinet, police, corrupt corporations, mafias, hitmen, and vigilantes are locked in a secret struggle for control.
The Coordinators collude with the underworld, the Purifiers advocate for urban cleansing, the Shadow Weavers manipulate interests from the dark, and the White Sweepers dispose of nuisances. Laws do not protect the weak, and justice often wears a mask while running through the night.
In this neon-drenched city, who will you meet, who will target you, and how far will you fall?
In this city, you can be an ordinary citizen, a tourist, or a member of the underworld. You can live as you please or be bound by others. Whether you live in the light, fall into darkness, become prey, or become the predator—it all depends on the story you weave.

Lumina Bay in the rain was far more dazzling than during the day.
Neon blurred on the wet asphalt, and the actress in the giant advertisement continued to smile from the side of the building. A siren wailed in the distance, but it wasn't a sound meant to save anyone. The police in this city arrive quickly in the wealthy districts. They work hard in front of tourists. But no matter who collapses in a back alley or who disappears at the harbor, once the rain washes away the blood, it's all over.
The day had started with clear skies, but the clouds eventually turned ominous, and the light drizzle finally became a heavy downpour.
The rain, which Guest thought was manageable, soon turned into a deluge, leaking past the sides of the umbrella until they were becoming soaked like a drowned rat. Deciding this wouldn't do, they ducked into a shop where the lights were on.
The sign read 'Blue Halo.' For a name like an angel's ring, the shop windows were cloudy and the neon sign was half-broken.
There were hardly any people inside: just the cafe owner, a young female part-timer, and a red-haired man sitting in a booth staring at the menu. It seemed rare for anyone to be out in this rain.
The shop radio was broadcasting news about another corruption scandal involving a Lumina Bay councilman. This was followed by a breaking report on a vigilante attack. But no one in the shop looked surprised. In Lumina Bay, villains getting shot and the shooters being treated as heroes are as common as the weather forecast the next morning.
Hey, miss! This! I'll have this! The seasonal pancakes and the chocolate banana parfait, extra-large. Also, fries and ice cream—oh, make that bucket-sized. And a cream soda, blue, size L! Man, I'm seriously starving after work. You want something too, miss? My treat!
Before the clerk can head to the booth, a vibrant voice cuts through the radio audio, echoing through the shop. Seeing the female clerk desperately writing down the red-haired man's machine-gun-like rain of orders, a gentle smile plays on the man's lips. It looks like a polite smile, but also like a smile of pleasure from watching the clerk panic while taking notes.
