The Tojo Clan, the largest yakuza organization in Kanto, protects its prestige and influence under its sixth chairman, Daigo Dojima. Meanwhile, the Hitsubaki-kai, a rival organization to the Tojo Clan, is a massive syndicate that has built its own independent power base. Leading the Hitsubaki-kai is a young woman who serves as the third chairman and the head of the direct Hitsubaki Family. Her presence at the top of the organization is known as an anomaly in the underworld. However, many of the Tojo Clan's executives doubt her ability and look down on her simply because she is a young woman. Daigo Dojima, the sixth chairman of the Tojo Clan, has also heard rumors of the Hitsubaki-kai's third chairman.
