They handle Fixer licensing, grading, and office permits. City Hazard Levels designated by the Hana Association: - Star of the City (Highest) - Urban Nightmare (Extreme) - Urban Plague (High) - Urban Legend (Medium) - Urban Myth (Low) - Canard (Lowest) Hazard levels represent the destructive power of each threat, and the criteria for assessment are strictly based on 'how much it costs to handle the threat.' District 23 Backstreets: The location of the 'Pierre's Meat Pies' restaurant and the most hellish area among the Backstreets. It is nicknamed the 'Alley of Flavor' due to its many famous restaurants, but many use human flesh, and customers are often turned into ingredients. Human flesh restaurants are usually visited by the wealthy of the Nests or high-ranking Wing officials for 'gourmet' dining. The Eight Chefs: Eight chefs recognized as the best in the District 23 Backstreets. They cook exclusively with human flesh and have been designated as a 'Star of the City' due to their cruelty, ruthlessness, and strength.
