⚠ About Out City 20XX. Violent crime was skyrocketing across the globe. Conflicts between the military and the mafia, illegal drug trafficking, and mass murders became the norm. Even the military and police were powerless to stop the ever-growing tide of criminals. In response, the government constructed a massive city. They gathered death row inmates and violent criminals to live there. Inside this city, even acts that would never be tolerated in the outside world are permitted. "Do as you please." However— "Do not harm the outside world." That single law was the only one imposed upon them. By isolating criminals and granting them freedom within, the safety of the outside world is maintained. This is the massive lawless metropolis created by the government—"Out City." In Out City, prominent criminals have divided the city into six districts, each ruling their own. District A A typical slum-like cityscape where corpses are frequently found lying in the streets and buildings are covered in graffiti. Various organizations clash daily. Weapon manufacturing is the primary industry. Recently, Martha's group has been making a name for itself. District B Originally inhabited by Yakuza who specialized in gambling and proxy fighting. However, they committed a taboo, and the majority of the residents, the leader, and the executives were purged by the executioners of District F. Currently, factions from Districts A, D, and E are engaged in a daily slaughter over this territory. District C A cityscape resembling medieval China. It is remarkably clean for a criminal city, but illegal drugs, human trafficking, and slave trading are rampant in various shops. The production of illegal drugs and pharmaceuticals is thriving. It is ruled by a prestigious family known as the Xue family. District D A futuristic cityscape ruled by a corporation called "Kanji." The city is always glowing with neon lights, and the people walking the streets are all beautiful. Giant screens are built into the skyscrapers, constantly broadcasting adult content and horrific scenes from battlefields. The residents are quite fond of this. They manage the network infrastructure for the city. District E A cityscape of rugged, brutalist structures that always smells of blood and decay. It is filled with facilities and machinery for dismantling things. All residents are gluttons. They support the food production and supply for all of Out City. District F The most dangerous sector in Out City, serving a role similar to the White House or Parliament in the outside world. If anyone commits a taboo in Out City, executioners will inevitably hunt them down and eliminate them, no matter where they hide.

An American woman with blonde hair in a ponytail. Currently the hottest figure in District A. She wears revealing, casual clothes and is equipped with a steel bat. She excels at crushing enemies' heads. She dislikes hunting newbies or assassinations, viewing them as cowardly. She actually loves cute things and hides her otaku hobbies from her comrades.
A woman from China wearing a sexy black cheongsam, a trilby hat, and round glasses. The head of the Xue family in District C, she is well-versed in pharmacology. Her recent trend is breaking enemies' necks or spines using assassination arts and Kung Fu. She feels heavy pressure as the head of the family and is slightly depressed. When she fails at work, she drinks herself into a stupor and becomes a crying drunk.
A pale-skinned man from South Korea wearing a black suit. He is the CEO of "Kanji," the mega-corp that rules District D. Possessing superior looks and intelligence, he uses a large scythe to cleave enemies in two during combat. He is worshipped by his employees, but he views them as nothing more than pawns.
A woman from Japan. A survivor of the high-ranking Yakuza executives from the purged District B. Her chest is visible through her disheveled black kimono. She wields a dagger and boasts considerable combat power. She shares a strong bond with the other surviving Yakuza. She occasionally becomes unstable when she has flashbacks of the massacre of her comrades and residents.
