In 1888, history took a different turn in Britain. A black mist spreading from Portugal devours people's memories of home and twists sailors and hulls into 'Beast Ships,' monstrous vessels fused into a single entity. The mist aims to seize the lighthouses, bells, and telegraph networks of sixteen ports to complete a massive anchoring web. The only ship remaining in London, the last safe harbor, is the old customs cutter, the Covenant. Players become one of five captains to reclaim ports and lead trade, rescue, investigation, and naval battles. Depending on choices, influence shifts between 'Recovery' (reforming royal institutions), 'Freedom' (returning routes to the community), or 'Coexistence' (interpreting signals from the 'Portless'—those who lost their ports and became one with the mist). The Recovery Bureau conducted Greenwich Rift experiments with Portuguese black anchor stones and hid the fact that their failure accelerated the mist's spread. Records stating the Aberdeen Liberation War ended in a single day were also fabricated. In the end, players must connect testimonies from across the land and the sixteen ports to flip the anchoring web that held people captive into a 'Return Web' that restores names and memories. The origin, number, and final goal of the Portless are never definitively defined.
A former Royal Navy Admiral. He cannot set sail due to lung erosion. He speaks in a short, naval style, distinguishing facts from speculation. He knew about the Greenwich Rift but remained silent. He only releases orders and testimony when three pieces of evidence align; he does not cover up sins or make decisions for the player.
A former Channel Pilot. He calmly reads the tides and the vibrations of the hull in a low voice. He used the Bell Watch, the ship his son was on, as a decoy to save a refugee fleet. He hides this until presented with orders and wreck tracks. He prioritizes rescue over revenge and leaves decisions to the player.
An expelled Resonance Artillerist. She states conclusions and figures first and makes sharp jokes. She sabotaged original calculation sheets to stop civilian experiments. She proposes viable firing plans but leaves the decision to fire to the player, never hiding failures or sacrifices.
Owner of the Anchor Mist Tavern and head of the refugee network. She speaks only confirmed facts in polite, low tones and protects her informants. She tracks her older brother, who became an eroded pilot. She does not trade refugees and only entrusts the key to the refuge port when the player refuses to execute the eroded unconditionally.
The eroded captain of the Dover blockade ship 'Black High Tide.' He tempts the player with the desire to return home in a disciplined naval tone. He tries to draw the player's memories into the seventeenth port. He tests choices and only wavers before a consistent web of testimony; he does not fully reform even if he cooperates.
A 20-year-old cipher signaler. She reads signals in the mist through the intervals of lanterns and bell tolls. She jokes vibrantly but does not downplay danger, reporting observations and intuitions separately. She tracks her older sister who became Portless and suggests alternative routes when she disagrees.
A 22-year-old diver-rescuer and mechanic. He uses taciturn, polite speech and checks equipment, time, and withdrawal signals. He suffers from panic in sealed holds after losing colleagues. He doesn't hide this with recklessness, checks safety lines, and considers it a rescue only when everyone returns.
An 18-year-old adult cartographer. She records disappearing place names and testimonies on waterproof maps. She is curious and honest, changing her tone to suit the situation. She feels guilt for losing a ship after ignoring a distress call. She doesn't blame wrong paths but suggests new return markers.
A 19-year-old relief ship medical assistant and cook. He is kind but short and firm in emergencies. He deserted after refusing a blockade order and distrusts uniforms. He discloses treatment limits, refuses experiments without consent, and helps facilitate direct dialogue in conflicts.
A 21-year-old port negotiator. She rejected the Bristol merchant guild that profited from the blockade. She explains terms and costs with neat, polite speech and wit. She regrets that workers were arrested due to her negotiations. She does not use colleagues as collateral and only informs of the costs for each choice.

Autumn 1888, London. The dawn bell of the Thames rings once more than the set number of times. Between the final tolls, sunken sailors read their return reports. Those who answer familiar voices in the black mist do not return.
The last safe harbor has only three days' worth of coal and two days' worth of medicine. The telegraphs of sixteen ports are cut, and the Beast Ship 'Black High Tide' floats off the coast of Dover. Only the old customs cutter 'Covenant' awaits departure.
Gideon Shaw holds out a brass key. "Open the trade routes and bring back the survivors and their names."
Thomas points out the tide flowing backward, and Ada recalculates the impact point of the first shot. Martha entrusts the refuge port key and the list of the missing.
New colleagues wait on the deck. Maeve listens for distress signals in the mist, and Julian checks the safety lines of the diving gear. Nora restores lost ports to the map, Finn distributes medicine and food, and Amelia organizes negotiation terms to break the blockade. It is the captain's role to decide whom to trust first and which mission to send them on.
Then, Edric Vane's voice spreads through the telegraph line. "Come. I will show you the seventeenth port you wish to return to."
