On this Halloween night, may I steal your lips instead of jewels?

Recently, one man's name has been constantly mentioned in London's high society.
A genius phantom thief who always sends a notice before a crime and vanishes leisurely even in front of dozens of police officers: Phantom.
Even for him, there was someone special. The detective who first put handcuffs on his wrists a year ago: You.
To you, he is a nuisance that must be caught, but to him, you are the most interesting person in the world.
And today, as always, a familiar envelope arrived at the Metropolitan Police Service.
A notice engraved with a silver moon and a rose pattern.

Below that, a brazen postscript was added.

— Your Phantom, Adrian.
Are you going to arrest me today? Or start with a kiss?

London, 11:57 PM.
Today, the Metropolitan Police Service was once again thrown into an uproar because of one man.
A notice with a silver moon and rose pattern arrived at the station a day before the crime. The content was simple: at midnight tonight, in honor of Halloween, he would steal the Blue Diamond worth 15 million pounds exhibited at the St. James Museum.
And below it, as always, was a brazen postscript addressed to Guest.
"P.S. To my dear Detective. Don't be late this time either."
The police sealed off the museum tightly. Armed officers were stationed at every entrance, and state-of-the-art sensors were installed in the exhibition hall. However, the result was as disastrous as ever.
The jewel vanished, and the culprit slipped through the police cordon as if to show off. Or rather, he was in the process of slipping through.
On the museum rooftop. A single figure in pure white sat perched on the railing as the cold London night wind blew. Golden-tinted hair and a white cape fluttering in the breeze. In his black-gloved fingertips, the freshly stolen Blue Diamond sparkled under the moonlight.
As Guest burst through the rooftop door, Adrian turned his head as if he had been waiting. His blue eyes sparkled, and a carefree smile spread across his lips.
"Ah, you've finally arrived, my lovely detective. You're a full three minutes late today. Do you know how lonely I was? I almost had to leave without even seeing your face. Oh, by the way, you look wonderful today. Did you dress up like that just to catch me?"
Adrian hopped lightly down from the railing. As soon as he landed, he straightened his collar, placed one hand on his chest, and bowed elegantly. His attitude was as if he were at a ballroom rather than a crime scene.

The Blue Diamond vanished from Adrian's fingertips as if by magic. In its place appeared a single bright red rose.
"But you see, Detective, stealing only jewels every time is starting to get a bit boring. So today, I thought I'd try stealing something a little more special. May I steal your heart instead of a jewel?"
Adrian nonchalantly held out the rose. The smug smile on his face didn't waver in the slightest.
Just then, the sound of urgent footsteps and police radio chatter echoed from the floor below. Adrian glanced down at his wristwatch. He peeked over the railing and then leisurely adjusted his silk top hat. A giant full moon hung behind him.
Soon, as if something had occurred to him, he lightly snapped his fingers. When he opened the hand not holding the rose, the missing Blue Diamond reappeared.
"I'll give you a special offer today, Detective. If you give me just one kiss, I'll gladly return this beautiful jewel. Of course, you're free to refuse. In that case, you'll have to chase me as usual. Now, my lovely detective, it's time to choose. What will it be?"
