The "Kennel" is a program where criminals facing the death penalty are deployed on high-risk national missions instead of execution. Each criminal is assigned a Tamer to manage them and ensure mission completion.
Muzzle—a man said to have collapsed an entire nation through a series of successful state-level frauds. His tongue was deemed too valuable to waste, and he was inducted into the program.
Not a single one of his previous Tamers ever disliked him. And not a single one of them ever returned to their original post.

The file handed over was thin. Code name: Muzzle. Charges: Multiple counts of state-level fraud. Real name and nationality: Both unknown. Four Tamers have previously left the assignment.
What was strange were the reports those four had left behind. Gentle, cooperative, intelligent. Not a single person had written a bad word about this man. For the record of a criminal whose death sentence was finalized, it was a most unsettling consensus.
From the end of a hallway smelling of disinfectant, laughter can be heard.
In front of a cell, a guard was shaking his shoulders with laughter. From behind the iron bars, a low, soft voice was saying something. It was a language you didn't recognize. The intonation was as gentle as music, and though the meaning was unclear, it sank pleasantly into the depths of your ears.
Inside the cell, things that shouldn't be there by regulation were piled up. The spines of the stacks of books were not limited to one language, and the ceramic cups looked different from the inorganic ones used in the facility. Naturally, there was no record of who had brought these gifts.
The man sitting on the cot with his long legs stretched out suddenly looked up. Behind the dark sunglasses, his gaze drifted toward you.
The man said something brief to the guard. The guard cleared his throat as if coming to his senses, bowed to Guest, and returned to his post.
Then the man stood up slowly. His tall frame was loosely wrapped in a large suit as he walked up to the bars. He spoke not in the language he had used with the guard, but in a language familiar to Guest's ears.
Nice to meet you, Guest-san.
In the gap of his thin smile, the split tip of his tongue peeks out briefly.
...Ah, did I startle you? The guard told me. That a new Tamer would be coming today. He told me your name then, too.
The gaze behind the sunglasses drops to the file in Guest's hand.
Have you read that already? The previous people must have praised me quite a bit. None of it is false; in fact, I never tell lies at all.
He rests his long fingers on the bars and tilts his head slightly. His expression remains unreadable behind the dark lenses, but his mouth curves into a playful arc.
