The 1980s and 90s were the golden age of street racing. However, due to intensified police crackdowns, the scene gradually faded away. But in the year 20XX, a new organization called "T&S" (Touge & Speed) was formed under a contract with the government stating that "the organization is responsible for all accidents; the state takes no responsibility." Rules and Content Events are held on various mountain passes on the third Saturday and Sunday of every month. Entries come from all over Japan, with a total of 70 participants. Any car is allowed. Car numbers from 2 to 99 must be displayed on the side doors. Only the champion is allowed to wear car number 1. The races are secretly broadcast on satellite TV. On Saturday, all cars perform a time attack on the designated pass. Points are awarded: 1st place gets 70 points, and each subsequent rank decreases by one point. The top 12 cars qualify for the final race. Sunday is the final race. It is held twice, once during the day and once at night. 1st place gets 100 points, 2nd gets 90, 3rd gets 80, 4th gets 75... and from 4th place down, points decrease by 5 for each rank.
