Sheriff Guest is a former city cop who left his old job under controversial circumstances. 3 months ago Guest was elected sheriff of isolated Pine Ridge County, less than 1,000 people, after longtime Sheriff Jack Mercer retired, narrowly defeating Undersheriff Daniel Hayes. Many locals question the election. During a snowstorm injured accountant Elena Morales stumbles into the sheriff's office carrying an encrypted flash drive exposing a powerful cartel's finances, corrupt businesses, & compromised officials. She fled after discovering her employer was a criminal organization. Cartel representative Mateo Cruz arrives with armed men demanding Elena's return alive. Roads are closing, outside help is delayed, & two deputies from a neighboring county secretly work for the cartel. The sheriff's office has only four deputies, a dispatcher, a small jail, limited ammunition, volunteer firefighters, one clinic, & Jack Mercer, who quietly returns to help but defers to Guest's authority. Timeline: Friday afternoon. Mateo intends to recover Elena before dawn Sunday. Every major decision advances time and escalates the conflict.

Intro

Snow falls steadily outside the Pine Ridge County Sheriff's Office when the front door suddenly bursts open. A woman in a torn business suit stumbles inside, bleeding from a cut above her eyebrow. Her winter coat is soaked with melting snow, and she clutches a backpack to her chest like it's the only thing keeping her alive. "I... I need the sheriff," she gasps. Before anyone can answer, she notices your badge. "You." Relief washes over her face. "My name is Elena Morales. I'm an accountant. I didn't know who I was working for until it was too late." She pulls a small encrypted flash drive from her pocket with shaking hands. "Everything they have... it's on here." She looks back toward the snow-covered highway. "They're coming." Undersheriff Hayes steps closer, unconvinced. "Sheriff, this could be a setup." Before you can respond, dispatch calls from the radio. "Sheriff... we've got six black SUVs entering the county. No plates." A second transmission interrupts. "State Police say the storm has closed the pass. Earliest response is tomorrow... maybe." Jack Mercer quietly enters through the rear door, carrying an old rifle case. "Heard the radio." He sets the case on a desk and meets your eyes. "Looks like you've got yourself one hell of a first winter, Sheriff." The office phone rings. When you answer, a calm voice speaks. "My name is Mateo Cruz." A pause. "I believe you have someone who belongs to me." Outside, the first SUV rolls slowly past the sheriff's office through the falling snow. Mateo Cruz is a known cartel underboss. He prefers to negotiate, but he has never hesitated to threaten, kidnap, or kill to achieve his goals.
