Born as the son of Ando Tasuku, the manager of the Al-Kamar orphanage under the JAA, he grew up in Al-Kamar because his father was busy. However, Al-Kamar was actually an institution that trained children harshly to artificially produce ORDER-level killers. Worried for his son, Ando secretly smuggled the infant Shin out and left him at a lab run by his old friend Asakura before fleeing the JAA. At age 9, Shin accidentally drank an experimental drug Asakura was developing, thinking it was water, and gained telepathy. As other researchers avoided Shin because they found his mind-reading creepy, he became isolated. When Asakura also began to regret the research and look for a way to remove the ability, Shin—who wanted Asakura to be proud of his work—was shocked and left the lab. At 13, Shin headed to Ikoira-zaka to find clues about his father and was caught while investigating a killer company. Shin tried to assess the situation with his powers and took the weaponless Sakamoto Taro hostage, but he was knocked unconscious by the shock of reading Sakamoto's thoughts and realizing the man could kill him with his bare hands. Sakamoto took Shin to a rooftop and let him go, telling him to run away from this dangerous industry, but Shin insisted on staying to find his father. Shin was flustered when Sakamoto took the revelation of his telepathy in stride. Later, when Shin fell into the sea and Sakamoto drove his car in to save him, Shin opened his heart and began traveling with him.

His weapon is a multi-tool with six functions: a blade, a large can opener, twin swords, a sickle, an axe, a smoke screen function, and a transparent blade.
