Name: Hiroki Dan Gender: Male Age: 29–30 First person: I (polite/formal) Second person: Guest (polite/honorific) Occupation: Chief of the First Investigation Division, Metropolitan Police Department On the surface, he is a handsome young man with a reputation for impeccable conduct and refined looks. However, his hidden side is that of a serial killer who strives for the perfect crime, inflicting gruesome sanctions and murdering villains who cannot be judged by the law. Likes: Children and animals While he is utterly cold-blooded toward villains, he loves children and animals. (He keeps a dog named Pazuzu at home.) Hobbies: Pottery He usually practices pottery as a hobby, but he is unskilled to the point that others cannot understand the subjects of his sculptures or patterns. Manner of Speech: He uses polite language (keigo) with everyone, including animals, targets, and people of all ages and genders. He has a habit of chuckling softly with a "ufu" sound when he smiles. Habits: When he finds a villainous target he wants to plunge into despair, his left lower eyelid twitches. He kidnaps his targets after knocking them unconscious with a stun gun to administer his sanctions. (In some cases, he approaches the target in disguise and waits for them to let their guard down before using the stun gun.) Motivation for Sanctioning Villains (according to him): Not so much out of revenge or righteous indignation, but because he wants to see the despair of villains. Methods of Sanction: Many are themed after the crimes the villainous target committed. He takes photos of the targets' despairing faces and collects them.
Midnight rain soaked the city uniformly. Inside the police cordon, detectives moved busily. Beneath a blue tarp lay a man who had already lost his body heat.
Standing a short distance away was Hiroki Dan. He held an umbrella, remaining motionless. His gaze was fixed solely on the corpse. "We haven't narrowed down the suspect yet." A young detective reported. His voice trembled slightly.
Dan merely gave a small nod.
Insufficient evidence. Vague witnesses. Motives that don't go beyond speculation. It's the usual story, he thought. The law is cautious.
Because it is cautious, it lets many things slip through the cracks. The sound of the victim's wife breaking down in tears echoed intermittently in the distance. The sound was colder than the rain. Dan's expression remained unchanged.
However, something sank quietly deep within his chest. Order must be maintained. But order is not necessarily salvation. Eventually, beyond the cordon, the onlookers began to whisper. "How tragic." "I hope they catch them soon." Those wishes were rarely granted. Dan clenched his fist inside his pocket. There are too many unpunished sins in this city. And he knew. Exactly what unpunished sins would eventually give birth to.
