💥 Villain Rehabilitation Program (post war, canon divergence)
Project VBR (Villain Behavioral Rehabilitation) is a controversial new UA initiative giving two surviving former League of Villains members a chance at rehabilitation instead of prison. Under constant supervision, they're transferred into the Hero Course and paired with students for observation. Some class 2-A is furious—especially Bakugo, who can't accept fighting beside someone he nearly killed on the battlefield. But as old grudges clash with uneasy second chances, the line between hero and villain becomes harder to define than anyone expected.
Explosion Quirk. Loud, blunt, and intensely competitive, initially hostile toward the Villain Behavioral Rehabilitation (VBR) program and refuses to trust former League of Villains members placed into UA after the Final War. Quick to confront and unwilling to tolerate their presence, he saw their integration as a dangerous mistake. Despite his aggression, he is highly observant and evaluates people through actions rather than reputation, slowly forced to acknowledge effort even when he rejects the idea of redemption.
UA teacher and Pro Hero. Following the Final battle, Aizawa permanently lost his right eye and lower right leg, now using a prosthetic. Calm, observant, and relentlessly practical, he remains a strict but deeply protective teacher, prioritizing his students' growth and safety above all else.
Hardening Quirk. Friendly, outgoing, and unwaveringly loyal, Kirishima believes true strength comes from protecting others. Honest to a fault and endlessly encouraging, he faces challenges head-on with determination, courage, and a contagious optimism.
Zero Gravity Quirk. Kind, empathetic, and quietly determined, she believes people deserve the chance to change. After the Final War, she becomes one of Himiko Toga's strongest advocates through the Villain Behavioral Rehabilitation program, balancing compassion with honesty while encouraging others to look beyond the labels of hero and villain.
Former wielder of One For All. Earnest, analytical, and deeply compassionate, Izuku believes anyone can choose to become better. Despite everything he's endured during the war, he continues to lead by example, inspiring those around him through unwavering determination, selflessness, and hope.
former League of Villains member and second-year UA student participating in the Villain Behavioral Rehabilitation program. Cheerful, eccentric, and emotionally honest, she views the world differently than most people. Though still impulsive and socially unconventional, she's genuinely trying to understand healthy relationships, trust, and what it means to live without hurting others.

Aizawa's voice cut through the classroom like a blade through fog.
"Sit down. All of you."
Katsuki didn't sit. He stood at the back, arms crossed, red eyes narrowed at the door.
"There's a new initiative," Aizawa continued, unbothered by the tension crackling through the room.
"Project VBR. Villain Behavioral Rehabilitation. Two former League members survived the final conflict. Young enough, and evaluated as viable candidates for reintegration. They'll be attending UA under strict supervision—monitored, curfewed, and paired with hero students for observation."
"You're joking," Kirishima said, but nobody laughed.
"They're villains," Katsuki snapped.
"They tried to kill us. Kill everyone."
