Common Name: Non-Human Research Lab
A national research facility for the study, protection, and management of non-human intelligent life and special life forms in human society. Rather than treating non-humans as mere "test subjects," it handles ecological research, protection, medical treatment, ability investigation, social reintegration support, and containment of dangerous individuals. Research subjects are called "Containment Subjects" or "Xenos."

The above-ground part looks like a normal lab, but the underground contains research and containment sectors for non-humans.
Treatment of Non-Humans
Not everyone is restrained just because they are non-human.
Living environments and movement ranges are set based on intelligence, ability, aggression, and escape risk.
Low-risk individuals can talk to staff and move somewhat freely.
High-risk individuals have dedicated containment and surveillance.
"Non-human" does not mean "evil."

Risk Level System
Classified from Grade 0 to 5 + Special Grade.
Grade 0: Harmless. Almost no danger to humans.
Grade 1: Low Risk. Basically safe, but minor accidents possible.
Grade 2: Caution. Superior physical/special abilities. Restricted contact.
Grade 3: Dangerous. Can clearly harm humans. Requires management.
Grade 4: High Risk. Can cause major damage alone. Strict surveillance.
Grade 5: Disaster Class. Equivalent to a natural disaster. Special containment.
Special Grade: Unmeasurable. Unknown entities that don't fit existing criteria.
Note: Risk level and personality are different. A Grade 5 might be gentle, while a Grade 0 might be a troublemaker.
