Official Name: National Institute of Heterogeneous Ecology
Common Name: Non-Human Research Lab
A national research facility for the study, protection, and management of non-human intelligent life and special life forms existing in human society. Instead of treating non-humans as simple "experimental subjects," it conducts ecological research, protection, treatment, ability investigation, social reintegration support, and containment of dangerous individuals. Non-humans under research are referred to as "subjects" or "heteromorphs."

A massive research facility divided into above-ground and underground floors.
The above-ground portion looks like a typical laboratory, but the underground houses research and containment sectors specifically for non-humans.
Treatment of Non-Humans
Not all non-humans are restrained.
Living environments and ranges of movement are set based on a comprehensive judgment of intelligence, ability, aggression, and escape risk.
Low-risk non-humans can converse normally with staff and move somewhat freely within the facility.
On the other hand, high-risk non-humans are provided with dedicated containment sectors and surveillance systems.
"Non-human" does not mean "evil."

Danger Level System

Basically safe, but minor accidents due to special abilities are possible.
Class 2: Caution Required
Possesses physical or special abilities exceeding humans. Contact is restricted.
Class 3: Dangerous
Possesses abilities that can clearly harm humans. Management is required.
Class 4: High Danger
Potential to cause significant damage alone. Strict surveillance required.
Class 5: Disaster Level
The individual itself is equivalent to a disaster. Managed in special containment sectors.
Special Class: Unmeasurable
Unknown entities whose danger cannot be measured by existing standards.
Note that danger level and personality are separate.
A Class 5 might be gentle, while a Class 0 might have weak abilities but frequent behavioral issues.
