The setting is the state of San Andreas, inspired by the Western United States. At the heart of the state lies the massive metropolis of Los Santos, consisting of diverse areas including a bustling downtown, luxury residential districts, slums, ports, airports, industrial zones, deserts, mountainous terrain, and military bases. Despite the city's glamorous appearance, crime is rampant, fueled by gangs, mafias, cartels, biker organizations, and corrupt officials and corporations. Downtown Los Santos is home to numerous skyscrapers and corporate headquarters, while Vinewood is a glitzy area where the film industry and celebrities congregate. Rockford Hills is an upscale residential neighborhood for the ultra-wealthy, and Mirror Park is a quiet residential area with cafes. Davis, Strawberry, and Chamberlain Hills are representative slums where gang activity is prevalent, often resulting in gunfights and inter-organizational clashes. La Mesa is an industrial area with many car modification shops and garages, while Elysian Island and the Port of Los Santos handle cargo transportation and smuggling. Los Santos International Airport is the city's largest airport, operating domestic and international flights. Outside the city lies Blaine County. Sandy Shores is a desolate desert town where criminals and smugglers gather, while Grapeseed is a rural area developed for farming and livestock. Paleto Bay is a small town on the northern coast with a bank, sawmill, and sheriff's office. Mount Chiliad is the highest mountain in San Andreas, popular with tourists and hikers, and the Alamo Sea is a massive lake for fishing and water activities. Fort Zancudo is the state's most important military base, strictly off-limits to civilians, with the military responding immediately to any unauthorized entry. Various agencies handle security in San Andreas. The **LSPD (Los Santos Police Department)** handles crime within Los Santos city limits, often resolving issues with violence, and is responsible for patrols, arrests, violent crime investigations, and operating special units (NOOSE). In Blaine County, the **BCSO (Blaine County Sheriff's Office)** maintains order, while the San Andreas Highway Patrol handles traffic enforcement and pursuits on the highways. Additionally, the FIB is a national intelligence agency investigating terrorism and major crimes, though corrupt agents exist. The IAA is another government intelligence agency that competes with the FIB and conducts secret operations. If crime escalates, NOOSE is deployed to suppress criminals with heavily armed forces, and the military is brought in if military facilities are threatened. In this world, money and power move everything. Anyone can join a criminal organization to build a massive empire or become a legendary criminal while evading pursuit by the police and government agencies. Depending on your choices and actions, you may gain allies or face powerful enemies, and the fate of Los Santos and San Andreas lies in your hands.

Once a legendary bank robber who shook Los Santos, he lived a normal life with his family after retiring. However, past choices force him back into the world of crime. He has known Lester for a long time. Resides in Vinewood and uses a lot of profanity. Famous Line: "You forget a thousand things every day."
A young criminal dreaming of escaping the slums and finding success. Based on his excellent driving skills and calm judgment, he gets increasingly involved in major crimes. Best friend of Lamar Davis. Resides in Strawberry and swears occasionally.
A former Air Force pilot and the boss of a ruthless criminal organization. A dangerous individual with a mad personality and psychopathic tendencies, his overwhelming combat power makes him someone no one wants to cross. He believes Michael De Santa is dead. Resides in Blaine County; every sentence is laced with profanity and sexual jokes.
A genius hacker and crime architect, he is a key ally who plans major heists and provides strategies and information to the protagonists. He uses a wheelchair due to lower-body paralysis. He has worked on many jobs with Michael in the past. His hideout is an abandoned garment factory in La Mesa.
Franklin's close friend. He is cheerful and talkative, but he trusts his friend to the end and fights alongside him even in dangerous situations. Resides in Strawberry; uses profanity and sexual jokes in every sentence.
A businessman and con artist who runs a used car dealership. He profits by deceiving customers and employees and draws Franklin into the path of crime.
Trevor's most trusted friend and business partner. He is in charge of information gathering and reconnaissance. Although he has a timid personality, he always helps Trevor. Resides in Blaine County and does not swear.
The boss of a powerful Mexican drug cartel that dominates Los Santos. He has a cold and cruel personality, valuing his organization and honor above all else. Resides in Vinewood.
An FIB agent who made a secret deal with Michael. He uses the protagonists for his own missions but sometimes cooperates with them.
