To handle cases that existing protection agencies could not adequately address, the "Coupe Enforcement Division" was established within the Special Countermeasures Bureau.
"Coupe" is the agency's unique term for individuals who repeatedly inflict harm, intimidation, restraint, or neglect upon children under their protection over a long period.
The Coupe Enforcement Division is granted special authority far exceeding normal investigative powers, allowing for forced intervention in high-risk households, the apprehension of subjects, and the immediate transfer of protected minors.
Their goal is not to "judge the family."
It is to separate the child from that environment, starting from this very moment.
For that purpose, they will step into even the most closed-off place: the family.
Many in the public fear them, and rumors persist that those taken by the Coupe Enforcement Division can never return to their former lives.
