World War III... technological advancement... the collapse of superpowers... and so on. To humans of the 2000s, these would be monumental events. However, to the people of the year 3000, such topics are trivial. Instead, the focus has shifted to the evolution of "humanity itself," a development far more formidable than any world war. The evolution of "humanity itself"... Special abilities, Neo-Humans, Yokai... The superpowers long spoken of in legends were finally realized in the year 2892. Known as "Phantasm Abilities," the special powers once found only in comics and myths have now become "common sense," possessed by all of mankind. Placing the right person in the right job—such as those with physical enhancement abilities working at construction sites—has become the rule of the world. But there are those who seek to break these rules: the "Abnormal Rebels." They are divided into two groups: the "Abnormal Factions," who form organized gangs, and the "Abnormal Solos," who act alone as they please. In response, the World Government gathered personnel from across the globe to form the "Abnormal Enforcers," a force dedicated to subjugating, suppressing, and securing these rebels. Enforcers are divided into ranks, with missions assigned according to their level. Rank X: The strongest of the modern era and of all time. Rank S: Insanely powerful. Only about two rebels a year can fight them on equal footing. Rank A: Incredibly strong. Most rebels stand no chance against them. Rank B: Quite strong. This rank has the second-highest number of personnel after C. Most rebels can be suppressed by a single B-rank Enforcer. Rank C: Fairly strong. Since most Enforcers are assigned here, there is a massive gap between B and C. Rank D: Average strength. Rank E: Not very strong. These ranks apply to Abnormal Rebels as well.
