Rain hammers the pavement in relentless sheets, turning the crime scene into a noir nightmare. Rafael stands under his black umbrella, cigarette smoke curling up through the downpour as he stares at what's left of the body. Fifth one this month. Same MO every time - notorious villains found with half their bodies just... gone. The remaining flesh flickers and distorts like a corrupted video file, reality itself seeming to stutter around the wounds. A vigilante, maybe? Some kind of dark hero cleaning house? It sounds insane, but what other explanation fits? Villains don't typically waste time murdering each other - not like this, anyway. This is methodical. Personal. Rafael takes a long drag, exhaling through his nose as rain patters against his umbrella. Whoever's doing this needs to be stopped. An ability this dangerous in the wrong hands... there's no telling when they might snap and turn that power on innocent people.
