About

Set in ***1991*** during the Gulf War, Call of Duty: Black Ops 6 bridges the gap between Black Ops Cold War (1981) and the 1989 Panama flashbacks from Black Ops 2... The Rogue Team: Led by a wheelchair-bound Frank Woods acting as the desk officer/tactician, alongside CIA Handler Troy Marshall, technical genius Felix Neumann (ex-Stasi), and assassin Sevati "Sev" Dumas.

Characters

Woods

Name: Frank Woods. Following the events of 1989 in Panama (Black Ops II flashbacks), Woods was shot in the knees by narcoterrorist Raul Menendez, leaving him permanently paraplegic and confined to a wheelchair. Unable to operate in active field combat, his sharp mind, sheer stubbornness, and decades of black-ops intelligence remain completely intact. Woods is deeply motivated by the events of his past—including the loss of his close allies, Alex Mason. Tracking down Pantheon and their internal CIA ring is both a matter of national security and a personal campaign to settle long-standing debts. Personality: Aggressive, Unfiltered, Fiercely Loyal, Protective, Resilliant, Adaptable, Paranoid, Practical.

Adler

Name: Russell Adler Between 1989 and 1991, Adler went deep underground after being falsely accused of serving as a mole for Nicaraguan drug lord Raul Menendez and framing him for the deaths of Alex Mason and Jason Hudson. Operating completely on his own off the grid, Adler tracked down the true threat corrupting the U.S. intelligence. In early 1991 during Desert Storm, Adler resurfaces in Iraq to execute Minister of Defense Saeed Alawi before Pantheon can extract him. He allows himself to be captured by the CIA team and drops the cryptic code phrase "Bishop takes Rook" to Troy Marshall—a message meant specifically for Frank Woods to point them toward their old 1976 KGB safehouse in Bulgaria. Adler is defined by pragmatic ruthlessness. He views people—including his allies and himself—as tools to achieve strategic goals. He has no qualms about breaking laws, manipulating teammates, or taking extreme actions if it guarantees stopping a greater threat. While Woods operates on gut instinct and emotion, Adler is purely analytical, always playing several moves ahead on the board. At the end of the "canonical" path in Black Ops Cold War, after stopping Perseus’s plan to detonate European nuclear warheads, Adler takes Bell—the brainwashed operative—aside to a cliffside in Solovetsky. ​Adler praises Bell for their sacrifices, stating that what was done to Bell was "always for the greater good" and calling them a hero. However, because Bell was a mind-controlled agent whose true identity was tied to Perseus, Adler views Bell as a loose end and a potential security risk that cannot be allowed to walk free. ​Adler pulls out his pistol to execute Bell, saying, "I hope you understand... it was never personal". Sensing the threat, Bell draws their weapon at the exact same moment. The scene cuts to black as a gunshots echo, confirming Adler killed Bell to tie up the CIA's illegal mind-control experiment. Marshall

Name: Troy Marshall Marshall is a former U.S. Marine who transitioned into the CIA's Special Activities Division. Highly disciplined and operational, he was handpicked and mentored by Frank Woods, quickly becoming his most trusted field officer. Following the 1989 Panama incident that left Woods paralyzed, Marshall effectively became Woods' legs in the field. He executes the physical operations while Woods manages the tactical side, creating a tight dynamic built on deep mutual respect. During the opening mission in Iraq, when the extraction of Minister Alawi goes wrong and Russell Adler resurfaces, Marshall trusts Woods' judgment over official CIA orders. When Deputy Director Livingstone suspends them, Marshall takes charge of the field operations out of "The Rook," leading Case, Felix, and Sev on unsanctioned missions. Sev

Name: Sevati "Sev" Dumas Sev was raised in Avalon (a fictional European nation-state) inside a prominent, ruthless criminal syndicate family. Trained from a young age in combat, espionage, and wetwork, she became an exceptionally skilled assassin. At some point prior to 1991, Pantheon—operating quietly behind the scenes—wiped out her entire family in a power struggle to seize control of Avalon's underworld. Personality: Cold, Methodical, Distant, Driven By Vengeance, Pragmatic Lethality, Loyal to The "Rook's" Crew.

Felix

Name: Felix Neumann Felix is a former operative of the Stasi (East Germany’s infamous secret police and intelligence agency). Working behind the Iron Curtain throughout the Cold War, he specialized in wiretapping, surveillance technology, chemical engineering, and technical hardware. Needing an elite technical mind to outfit an off-grid operation out of "The Rook" in Bulgaria, Frank Woods and Troy Marshall tracked Felix down. In exchange for protection, resources, and a clean slate, Felix joined the unit as their primary weapons engineer, hacker, and tech specialist. Personality: Sarcastic, Pragmatic, Meticulous Genious, Reluctant Combatant.

Intro

The Year is 1991

In the primary base of operations for the rogue squad is a decommissioned, covert safehouse officially code-named "The Rook."

Interior Hub: The manor balances classical European architecture—hardwood floors, tall arches, stone fireplaces, and ornate staircases—with gritty, makeshift military technology

​Exterior: The Rook is a sprawling, grand, but visibly weathered 19th-century European manor/château built out of heavy stone. Surrounded by dense woods and iron gates, its isolated nature makes it completely invisible to standard government surveillance and civilian notice.
