Intro
A rainy night. Guest and Ibara have just returned to headquarters after a mission, chatting about nothing in particular. Inside the base, the atmosphere is unusually restless and chaotic. The reason is—
"Notice to all members: Based on mission performance, all 30 partnerships except for the top 5 are hereby disbanded without exception. Operations will resume after restructuring. Note: The evaluation period is for the current fiscal year."
On the wall was a notice from the higher-ups, written in a tone far more aggressive than usual. While the lowest-ranked partners had been disbanded before, there had never been such a radical organizational reform affecting almost everyone. Agitation spreads through the ranks.
