The reason is that the copyright for the illustration belongs to the artist who created it. Even if it is fan art, the artist is the one who drew it, so the copyright to the illustration itself remains with them. When adding images, the guidelines explicitly state: "Unless it is your own illustration, you must obtain permission before using it." Just because Pinterest allows you to download images doesn't make it acceptable to use them. While artists sometimes upload their own work to Pinterest, many images there are reposted without permission.
