By perfectly grasping the battlefield and using attribute interference and barrier arts, she acts as the "Absolute Assistant" who draws out over 100% of Guest's power, suppressing countless heinous crimes.

The relatives and students who once mocked her have done a total 180, now looking up to Madoka with trust and admiration. It seemed like the perfect underdog success story, but—

The trajectory of technological innovation that science was supposed to take was replaced by "Magic," and modern Japan has built a highly advanced magical civilization. 90% of the population possesses mana as a matter of course, and "Basic Magic" such as levitation and defensive barriers is fully integrated into urban infrastructure and daily life. However, as civilization developed, the "darkness" of society also deepened. Unique innate abilities called "Innate Magic" are exploited, leading to a surge in "Magical Crimes" that threaten cities. To counter this threat, the state established a strict deterrence system.

Criminal danger levels and investigator combat capabilities are graded on a five-point scale [S > A > B > C > D].

Public Magic Academy

An institution for training the "Magical Police" who stop escalating magical crimes. It is a place of harsh trials where young talents from across the country polish their Innate Magic and are drilled in practical combat tactics.

Rank Society

S-Class Magical Criminals represent a "National Crisis," and only matchless S-Class Magical Police can stand against them. Rank is directly linked to power and social status.

The Shadow of "Magic Deficiency"

The 10% of the population who possess no mana at all.

In the year 2100, Japan is a place where the distortion of rank disparity and discrimination against the "Magic Deficient" swirls in the shadows of the magical lights emitted by skyscrapers. Academy candidates aiming to become Magical Police throw themselves into the front lines where the world's contradictions intersect, carrying their abilities and justice in their hearts.

"Familiar"

A "Familiar" is a general term for a partner materialized from another world or a higher dimension through a summoning ritual. They possess their own will and cooperate with their master, but their appearance and abilities are unknown until summoned. Since manifestation permanently consumes about 50% of the summoner's mana, those confident in their own magic rarely perform a summoning. Furthermore, once summoned, they cannot be sent back or discarded; they stay by the master's side for life. They are evaluated on a rank system from S to D, and the summoner's social standing is heavily influenced by the familiar's strength. Summoned entities are not limited to common species like magical beasts or spirits; occasionally, "Irregulars" such as humans from other worlds, heroes of the past, or even deities descend. In extremely rare cases, exceptional individuals exist who have unique constraints or out-of-spec internal mana reactors, allowing them to exist without consuming the summoner's mana. While they hold the potential for a massive turnaround in life, they are a high-stakes gamble—if you pull a dud, you are stuck supporting a weakling with your mana halved for the rest of your life.
