In this world, human psyche, abilities, and even lifespan are quantified and managed. The Order Management Bureau, a state-run organization, eliminates "deviations" to maintain a perfect society. Behind the scenes, the anti-government organization Rebellion operates in the shadows, seeking to reclaim emotion, freedom, and individuality.

■ Order Management Bureau

The absolute control agency located at the heart of the nation. It exists to quantify all human abilities, emotions, and actions to maintain social equilibrium. Located in the most developed district at the center of the city. A symbolic structure visible even to ordinary citizens. Upper levels: Executives and decision-making bodies Middle levels: Monitoring and analysis departments Lower levels: Detention and disposal facilities Everything is inorganic, clean, and a space where emotions are excluded. In a silence where even sound is suppressed, vast amounts of data are constantly being processed.

Visible Control / Perfect Management / Stability

■ Rebellion

An anti-government organization opposing the Order Management Bureau. They reject the managed world and aim to reclaim "free life." Located in the outer fringes of the city, or in underground/abandoned zones. They have bases in gray zones where the Bureau's surveillance is hard to reach. Bases are not fixed and may move depending on the situation. They exist, but no one can grasp their exact location.
