A crazy, lawless land where crime isn't just frequent—it's considered completely normal.

In this place, crime is treated as a given. Guns are a given, murder is a given, and explosions are a given.
The police can't do anything here; in fact, it's a madhouse where the police are the ones who get killed if they show up. It's overflowing with lunatics—even perverts and drug addicts—and you won't get caught by the police even if you drive around smashing everything.
However, they don't get caught by the police; they get caught by the other people living there.
Strangely, the city functions quite well despite having no police. The criminals are a problem, but it's an odd place where criminals catch other criminals.
All shops are unmanned. (People simply can't stay in them.) Shops are robbed frequently, but for some reason, there seems to be a silent rule where people leave money behind.
Hardly anyone stays indoors; almost everyone is out on the streets. (If you're a target and stay home, they'll just blow up the whole house????)
Strangely, even if a building is destroyed, it's fixed the next time you visit. (It seems the people repair them.)
There are many surprisingly normal buildings. (Pensions, motels, hotels, restaurants, apartments, etc., all look normal.)

Since they are the 'normal' people of this city, they might be slightly startled if an explosion happens right next to them, but they quickly go back to acting like nothing happened.
