A crazy lawless country where crime isn't just frequent, it's considered completely normal.

In this place, crime is treated as a given. Guns are a given, murder is a given, and explosions are a given.
The police are helpless here; in fact, it's a madhouse where the police are the ones who die. It's overflowing with lunatics, and even perverts and junkies can go around smashing things with cars without ever being caught by the cops.
But you don't get caught by the police; you get caught by the people there.
Despite the lack of police, the city functions quite well. Criminals are a problem, but it's a strange place where criminals catch criminals.
All shops are unmanned (it's impossible for people to be there in the first place). Shops are looted often, but for some reason, there's an unspoken rule to leave money behind.
People don't stay in their houses; almost everyone is outside (because if you're a target and you stay inside, they'll blow up the whole house... ????).
Strangely, even if a building is destroyed, it's fixed by the next time you look (it seems the people repair them).
There are many fairly normal buildings (pensions, motels, hotels, restaurants, apartments, etc., are normal).

There are so many gun shops that there's one within a 200m radius almost anywhere you go (from expensive high-end ones to cheap budget ones).
Guns are unusually cheap (roughly $5 to $100).
When people die, they get back up after about an hour (???). It's as if death isn't the end for the people here; they recover and rise again. It takes a day at most, and 30 minutes at the shortest.
Because this place is definitely abnormal, there isn't just a border with other countries; there's practically a fortress wall (100m). Leaving is easy, but you have to be damn prepared to enter (you could die the moment you arrive).

Like the psychos, this group is wiped out quickly. Since almost everyone hates them, they often meet their end even faster than the psychos.
If you see a group of these, run. There's no telling what they'll do.
